Duty-free allowances and declaration rules
Declare all gold you bring into the United States. Gold bars and coins are duty-free; gold jewelry above your personal exemption is dutiable. Keep the Dubai invoice: CBP values goods at the price you paid.
Residents returning home
Returning US residents: USD 800 personal exemption (after 48+ hours abroad). The next USD 1,000 of goods is charged a flat 3% duty; above that, gold jewelry is dutiable at its tariff rate (around 5.5–6.5%).
Non-residents / tourists
Visitors: USD 100 in gifts duty-free. Gold coins and bullion carry no US duty but must be declared. Cash and monetary instruments over USD 10,000 must be reported on FinCEN Form 105.

Gold prices in the UAE are set centrally by the Dubai Gold & Jewellery Group, which publishes a twice-daily fix based on the London spot price converted at the pegged AED/USD rate of 3.6725. The same base rate applies to every licensed retailer across Dubai, Abu Dhabi, Sharjah, Ajman, Ras Al Khaimah, and Fujairah — only the making charges differ from shop to shop. This page converts that live rate into US Dollars using the current AED to USD exchange rate.
In the UAE, investment-grade gold of 99% purity or higher (24K bars and coins) is zero-rated for VAT, and only the making charge on jewelry is subject to 5% VAT — the underlying gold value is not. This tax treatment, combined with zero import duty and highly competitive making charges at the Dubai Gold Souk, is why many US buyers and expats travel to the UAE specifically for gold purchases.
Remember: the rate shown on this page is the base gold value. A finished piece of jewelry will cost the base value plus a per-gram making charge (مصنعية) — typically AED 10–80 per gram for machine-made pieces and much higher for handmade or designer work. Ask the shop to itemize the making charge before you buy so you can compare honestly across retailers.

There is no magic hour, but buyers who understand price drivers and retailer behavior consistently make better decisions.
The live Dubai gold rate in USD is shown at the top of this page for 24K, 22K, 21K, 18K and 14K. Because the UAE dirham is pegged to the US dollar at 3.6725, the conversion is effectively constant: changes you see come from the gold rate itself, not currency movement.

The base gold price is close to international spot in both places. Dubai's advantage is on jewelry: no sales tax on the gold value (only 5% VAT on the making charge, and tourists can reclaim VAT), and making charges at the Gold Souk are usually far lower than US retail markups. US jewelry also carries state sales tax.
Returning residents have a USD 800 personal exemption. The next USD 1,000 is charged a flat 3%, and anything above that is dutiable at the tariff rate for gold jewelry (around 5.5–6.5%). Gold bars and coins are duty-free. Declare everything and keep your receipt.
